TRACK THE MARKET: Holding out hope for the housing bill

The 21st Century ROAD to Housing Act has passed both the House and Senate, but its final step has become less certain after President Trump canceled a planned signing this week. The bipartisan bill was designed as a broad housing package meant to address affordability, housing supply, and several mortgage and housing-finance issues, while also advancing a White House push to curb the expansion of large institutional investors in the single-family market. It’s the largest housing bill proposed in decades and passed Congress by wide margins. If signed, it won’t necessarily reshape the housing market overnight, but it will put a number of new rules, pilot programs, and financing changes into motion.
What’s in the bill?
Limits on future acquisitions by firms that own 350 or more single-family homes, while dropping the earlier proposal that would have required a seven-year selloff of existing build-to-rent holdings.
A pilot program for mortgages under $100,000, along with a required report on how loan originator compensation rules affect the availability of small-dollar loans.
An increase in FHA multifamily loan limits for the first time since 2003, along with housing-finance provisions tied to appraisals, ADU-related rural housing financing, loan assumptions, and disaster recovery funding.
Trump announced he’ll consider signing the bill if Congress passes the SAVE America Act, so while the road to passage isn’t as clear as it was, the much-needed housing legislation is still on Washington’s table.
