TRACK THE MARKET: Housing bill gets the green light

A few weeks after its path forward suddenly looked uncertain, the 21st Century ROAD to Housing Act has officially become law. President Trump didn’t sign or veto the bill before the deadline, which meant the bill automatically became law 10 days after clearing the Senate and House by wide bipartisan margins. The bill was intended to address housing affordability and supply through a mix of zoning, financing, rural housing, and mortgage-related changes. But now that it’s law, the focus shifts from whether it would pass to how its provisions will actually be implemented—and whether they can produce measurable movement on costs and housing availability over time.

What’s in the law?

  • An FHA small-dollar mortgage pilot program for loans under $100,000, along with a required study on how loan originator compensation rules affect the availability of those loans.

  • New tools aimed at housing supply, including zoning and regulatory frameworks for states and municipalities, plus $200 million in grant funding for local governments that reduce excessive red tape and restrictive zoning barriers.

  • Changes to housing finance and development programs, including higher FHA multifamily loan limits for the first time in more than 20 years, a three-year disaster recovery block grant program, and reforms tied to rural housing, manufactured housing, and affordable rental preservation.
